College Township, known as the "Gateway to the Centre Region," was first formed on November 22, 1875 from parts of Benner and Harris Townships.  For the first one-hundred years, College Township existed as a Township of the Second Class under Pennsylvania Law and was politically organized in accordance with the regulations governing townships of that Class.

On January 1, 1976, College Township changed to a Council-Manager Plan of Government as one of the permissible options under Act 62 of 1972.  This change allowed for a separation of policy-making functions from the Administrative functions of Government.

The Township has a composite of zoned areas allowing a good mix of University, Industrial, Commercial, Forest, Residential and Agriculture blended into an area of 17.1 square miles.  This area encompasses 45.06 miles of Township roads and 31.44 miles of State roads.  The Township is inhabited by more than 8,400 residents and over 3,000 dwellings, all of which are surrounded by the graceful Mount Nittany.

WEST NILE VIRUS SURVEILLANCE

The Centre County Planning and Community Development Office  (CCPCDO) advises that the 2008 Centre County West Nile Virus (WNV) Surveillance and Control season is underway and testing of larval and adult mosquitoes will be conducted for the virus.

No mosquitoes or birds in Centre County tested positive for the WNV in 2007; although, there were nine human cases statewide.

'DTV' AND YOU

The Countdown Has Begun.

 

In just about a year (February 17, 2009, to be exact), the analog broadcast television system that has served Americans since the dawn of the TV age will be history.  In its place will be an all-digital format, or DTV.

 

What's it mean to me? Do I have to throw out my old set? If folks are a Comcast customer, they can be reassured that Comcast has you covered. Any analog set that is connected to cable will continue to receive broadcast signals. If some or all of their analog sets are hooked up to an antenna, they have a number of options:

 

Purchase a digital-to-analog converter. These boxes are beginning to appear in retail stores at about $50 to $75 apiece. The federal government will provide up to two coupons, worth $40 each at participating retailers, to households that need to buy the boxes. More information about the coupon program and DTV in general, is available at www.dtv.gov.

Harrisburg (April 9, 2008) - A Senate Resolution, prime-sponsored by Senator John Rafferty (R-Montgomery), was adopted Monday afternoon by the full Senate. Senate Resolution 252 encourages all citizens of Pennsylvania to take part in the "In Case of Emergency" campaign by entering information, under the acronym of ICE, into the memory of their cellular phones in order to assist medical and other emergency personnel in contacting designated persons in the case of an emergency.

The Boalsburg Farmers Market opening day will be Tuesday, May 13. Vendors from Central Pennsylvania will be at the Boalsburg Military Museum parking lot from 2:00 to 6:00 pm with their locally produced fruits, vegetables, meats, cheeses, baked goods, and more. Market will be open every Tuesday from May 13 through October 28 and there's lots of free parking.

BEGINNING IN JANUARY 2008 COLLEGE TOWNSHIP WILL COLLECT LEAVES AND BRUSH THE FIRST WEEK OF EACH MONTH EXCEPT FOR THE MONTHS THAT THE REGULAR SCHEDULED TOWNSHIP WIDE LEAF AND BRUSH COLLECTIONS ARE HELD - DURING APRIL, JULY AND OCTOBER.

 

THE NEW MONTHLY COLLECTIONS WILL BE AN ON-CALL BASIS ONLY.

 

LEAVES MUST BE PILED SEPARATE FROM BRUSH AND OTHER DEBRIS.

 

THE COLLECTIONS DO NOT INCLUDE GRASS CLIPPINGS.
A GRASS CLIPPING DROP-OFF SITE IS LOCATED AT THE SPRING CREEK PARK ANNEX ON BALMORAL WAY.

SMOKE DETECTOR UPDATE

Centre Region's fire companies encourage residents to change the batteries in their smoke detectors on a regular basis, such as when they change their clocks.  A working smoke detector more than doubles a person's chances of surviving a home fire.  More than 90 percent of homes in the United States have smoke detectors, but one-third are estimated to have dead or missing batteries.  Don't let yours be malfunctioning when you most need it.  Change your batteries.

If you do not have a smoke detector in your owner-occupied home, give the Centre Region Codes Administration Office a call at (814) 231-3056.  The Code Office operates a program that provides and installs smoke detectors in owner-occupied residences that have inadequate or no smoke detector protection.

NEW HEADLIGHTS LAW

NEW LAW REQUIRES MOTORISTS TO TURN ON HEADLIGHTS WHEN USING WIPERS

HARRISBURG The Department of Transportation announced today that a new law, which goes into effect in January, will require motorists to turn on their headlights any time their vehicle's wipers are in continuous or intermittent use due to weather or other atmospheric conditions such as fog or mist.

Motorists who do not comply with the law could face a fine of $25, but with fees and other associated costs, the penalty would approach $100.

NEW SIDEWALKS ORDINANCE

College Township recently adopted a detailed ordinance pertaining to the maintenance of public sidewalks.  The intent of the ordinance is to ensure that public walkways remain open and in a safe condition for pedestrian use. College Township Code states that all property owners whom abut a sidewalk available for public use shall maintain said sidewalk keeping it free from obstruction whether such sidewalks are located in the right of way or adjacent to it.   Click here to read details.

NEW "STEER CLEAR" LAW
